Key Projects of Fòs Chanjman

At FCN, We believe that lasting change requires concrete action, citizen participation, and coherent public policies. Our projects are structured around three major axes:

Community initiatives 

These actions aim to strengthen local capacities, improve living conditions and create spaces for solidarity.

These include training programs, local agricultural projects, cultural centers, activities for the

youth and awareness campaigns on civic rights and responsibilities.

 Political programs 

We develop structured plans for each vital sector: education, health, security, economy, environment. These

programs are built with citizens, experts and field actors to respond to the country's emergencies while laying the foundations for sustainable and equitable development.

Legislative proposals

The FCN prepares concrete and modern legislative proposals, in line with our values: social justice, equity,

transparency and inclusion. These proposals aim to rebuild the Haitian social contract, strengthen the rule of law, protect the most vulnerable, and create opportunities for all.

Our commitment: to make each project a building block in the reconstruction of Haiti.

Development plan and priority projects (first 3 years): The party has developed an ambitious action plan by department, divided into two parts – Reinvention (innovative initiatives and reforms) and Infrastructures (priority projects and equipment). Below are the flagship projects by region:

WEST

Reinvention:

Single portal for public services (civil status, taxation, health); participatory urban governance (citizen budget, tracking applications); modernization of transport (electric buses, digital tickets); digital transition for SMEs (training, e-commerce).

Infrastructures :

Reconstruction of downtown Port-au-Prince with a modern zoning plan; expansion of Toussaint Louverture International Airport with a secondary terminal; north/south multimodal station in the capital; smart solar public lighting network; sorting and composting center in Croix-des-Bouquets.

GRAND'ANSE

Reinvention:

Post-harvest processing center (cocoa, coffee, vanilla) with organic label; agricultural cooperatives supported by the diaspora; digitization of the rural cadastre and land security; rural agroecological and maritime university.

Infrastructures :

Jérémie – Dame-Marie – Anse-d'Hainault national road rehabilitated; reconstruction of the port and airport of Jérémie (extended runway, regional terminal); coastal dikes to slow erosion; modern departmental hospital center; multi-purpose port at Abricots (fishing + freight).

ARTIBONITE 

Reinvention:

Digital platform for regional agricultural coordination; university of agricultural technology in Dessalines; modernized cooperatives for rice, corn, vegetables; community flood warning system.

Infrastructures :

Rehabilitation of the irrigation system in the Artibonite Valley; secondary road networks to Verrettes, Saint-Michel, Grande-Saline; large covered market in Gonaïves; development of the port of Saint-Marc.

NORTH

Reinvention:

Interdisciplinary university city in Cap-Haïtien; network of cultural and historical businesses (Citadel, forts, etc.); technology hub for youth (incubators, training).

Infrastructures :

Modernization of the Cap-Haïtien international airport; Cap-Haïtien – Labadie – Milot tourist highway; strengthening of the health system in Limbé and Quartier-Morin.

SOUTH 

Reinvention:

Center of excellence for sustainable fishing; precision agriculture school in Camp-Perrin; community green tourism (hiking, local accommodation).

Infrastructures :

Reconstruction of the port of Les Cayes; “Beach Road” linking Port-Salut, Coteaux, Roche-à-Bateau; dams for rainwater control.

NIPPES 

Reinvention:

Digital craft center (textiles, jewelry) with online sales platform; mobile microfinance for rural women; training center for green trades (solar, biochar).

Infrastructures :

Modernization of the port of Miragoâne; roads to Petit-Trou-de-Nippes and Anse-à-Veau; “ecological” departmental hospital (small footprint).

NORTHEAST

Reinvention:

Ouanaminthe – Dajabón cross-border hub; agricultural export cooperative; binational training in logistics and customs.

Infrastructures :

Modern border complex at Ouanaminthe; rural roads to Fort-Liberté and Ferrier; post-harvest storage center in the Northeast.

NORTHWEST 

Reinvention:

Modernized fishing areas (refrigeration, marketing); complementary community currency; paid and participatory reforestation program.

Infrastructures :

Rehabilitation of the port of Port-de-Paix; strategic Jean-Rabel – Môle Saint-Nicolas road; drinking water desalination plant.

CENTRE 

Reinvention:

Certified organic agricultural eco-valley; “health check” program for rural areas; agricultural innovations via the University of Hinche.

Infrastructures :

Canalization of the Upper Artibonite; extension of the Mirebalais University Hospital; modernization of the Mirebalais – Lascahobas road.

SOUTH EAST

Reinvention:

Regional cultural center in Jacmel (cinema, festivals, design); sustainable promotion of seafood (seaweed, shellfish); incubators for creative industries.

Infrastructures :

Secure Jacmel – Marigot – Belle-Anse road; rehabilitation of the Jacmel regional airport; ecological wastewater treatment network.

HAITIAN DIASPORA (11th Department)

Reinvention:

Creation of a General Delegation of the Diaspora attached to the Prime Minister's Office, with continental offices (North America, Europe, Caribbean); guaranteed voting rights and effective political participation (dedicated constituency, representatives of the diaspora); digital bank of talents and expertise of the diaspora for national projects; solidarity investment platform allowing Haitians abroad to invest in local cooperative projects; dual nationality recognized without reservation for non-sovereign public positions.

Infrastructure (institutional & logistical): Unified digital portal for identity documents, taxes, transfers and pensions (online services: passport, NIF, birth certificate, etc.); Diaspora Houses in consulates (social counter, legal assistance, administrative guidance); special economic zones for diaspora entrepreneurs with adapted taxation; program Diaspora + Territories (twinning between Haitian municipalities and Haitian communities abroad).
