Constitutive Act
In the year two thousand and twenty-four, on the sixth of December (06/12/2024), we, the founding members, Haitian citizens enjoying the fullness of our civil and political rights, by virtue of the Universal Declaration of Human Rights of December 10, 1948; the International Protocol on Civil and Political Rights adopted by the United Nations on December 16, 1966; the American Convention on Human Rights of November 22, 1969; the provisions of the Penal Code relating to the exercise of political rights; the decree of July 30, 1986 regulating the functioning of political parties; of the preamble of the 1987 constitution in its 4th paragraph and the provisions of articles 17, 28, 31-2, 52, 52-1, 58, 59, 60, 88, 137, 158, 220, 232, 281, and 281-1, meeting in General Assembly at eleven o'clock in the morning, and after discussion and deliberation, we arrived at the following conclusion: we must create a political instrument to loosen the grip of poverty and defend the cultural, social, economic and political rights of the Haitian Nation.
To this end, we, the founding members, solemnly proclaim that we have decided to establish ourselves, on the basis of the declaration of principles, and unanimously adopt the following statutes of the political party called NATIONAL CHANGE FORCE.
